Round table: For Effective Management of EU Funds in Bulgaria - Necessary National Instruments in the First Years after the Accession
 
On 10 May 2006 the Center for the Study of Democracy organized in the National Assembly a round table, dedicated to the necessary national instruments for effective management of EU funds in the first years after accession.

During the event Mr. Plamen Oresharski, Minister of Finance and Ms. Lidia Shouleva, Member of the Economic Policy Committee and the Budget and Finance Committee, and Observer in the European Parliament presented the financial instruments and measures for support of the beneficiaries, needed for increasing the Bulgarian capacity for participation in the EU funds. The low level of readiness of the small municipalities and the firms to prepare projects, and hence to use effectively the 307 bln. euro envisaged for Bulgaria through the Structural and Cohesion Funds for the period 2007-2013, proves to be the major problem in this context. Mr. Oresharski highlighted the necessity of strengthening and stabilizing the Bulgarian funds, which guarantee, finance and support the elaboration and implementation of projects. He also underlined the importance of the financial instruments, directed towards the development of science and innovation – the National Innovation Fund, the National Science Fund and participation in the Seventh Framework Programme. Ms. Lidia Shouleva proposed the establishment of national fund to the municipalities for support of project elaboration, which will ensure the equal participation and access to EU funds of the economically underdeveloped municipalities. She also proposed the establishment of mechanisms for support of SMEs.

Since the increase of the capacity for utilization of EU funds is a complex issue, which involves all spheres of the economy, the National Development Plan 2007-2013, the National Strategic Reference Framework 2007-2013 and the operative programs envisage measures for overcoming the development barriers such as the difficult access of the firms to financial resources and the insufficient financing of innovations.
