Round table: Corruption in the Bulgarian Healthcare: Acquired Institutional Deficiency Syndrome
 
On 23 July 2007 the Center for the Study of Democracy organized a round table to present its latest report Corruption in the Healthcare Sector in Bulgaria. At a time of heightened social sensitivity to persisting problems in the Bulgarian healthcare system, the report examines the causes and consequences of corruption in the Bulgarian healthcare. In the context of slow institutional reforms the analysis reveals the incentives of medical personnel for corruption, as well as the size and scope of corruption in the Bulgarian healthcare sector.

In his opening remarks Mr. Boyko Velikov, Chairman of the Combating Corruption Committee at the National Assembly of the Republic of Bulgaria, stressed that the level of corruption in healthcare has long passed the tolerance limit of the Bulgarian society. According to him corruption in healthcare should not be regarded separately from political corruption and more decisive legislative measures and successive control is necessary for its countering.

The author of the report Dr. Konstantin Pashev, Senior Fellow at the Economic Program, Center for the Study of Democracy, presented the size, scope and causes of corruption in the Bulgarian healthcare. According to the presented data about 40% of the citizens identify healthcare as one of the spheres with highest level of corruption in 2007. Thus healthcare rates the third most corrupt sphere after the customs and the judiciary in Bulgaria. Doctors however rate as most corrupt in the Corruption Monitoring System when the citizens were asked about their personal experience with corruption pressure. Likewise, according to a survey among doctors, about 2/3 of them confirm the existence of corrupt practices with various degrees of intensity. Dr. Pashev proposed a number of measures for overcoming the problems in the Bulgarian healthcare, including an innovative system for monitoring and management of the corruption risk.
