Round Table: Corruption in Public Procurement: Risks and Reform Policies
 
On 26 June 2007 the Center for the Study of Democracy organized a round table on corruption in public procurement in Bulgaria with a special focus on the energy sector. During the event Dr. Konstantin Pashev and Mr. Assen Dyulgerov, Senior Fellows at the Economic Program of the Center for the Study of Democracy, presented to foreign diplomatic missions and media the English issue of the report Corruption in Public Procurement: Risks and Reform Policies. The main conclusion of the report is that corruption in public procurement in Bulgaria creeps up from the administrative towards the political level. According to the presented data currently the competition in public procurement is brought to its minimum. The fiscal loss due to corruption in public procurement in Bulgaria in 2006 alone accounts for BGN 1,2 billion. The authors proposed several possible measures for counteraction, including a system for monitoring corruption risks, streamlining the legislation, increasing competition, etc.
