National Meeting of Local Public Mediators
 
On May 17, 2007 national meeting of local public mediators took place in the city of Nova Zagora. The event was organized by the Public Mediator of Nova Zagora Municipality Mr. Misho Bahov. Among the participants in the discussion were Ms. Rositsa Totkova, Director of Citizens’ Complaints and Alerts Directorate of the Ombudsman of the Republic of Bulgaria, representatives of local authorities, public mediators and media.

The Center for the Study of Democracy was represented by Ms. Galina Sapundjieva, Project Assistant in the CSD Law Program, who presented the activities of CSD for promoting and strengthening the ombudsman institution in Bulgaria.

Mr. Minko Dinev, Mayor of Nova Zagora Municipality, welcomed the participants and pointed out that the meeting will contribute to the better results in the work of the ombudsman institution.

Ms. Rositsa Totkova talked about the necessity of good government and good administration. She also added that the actions, connected with the process of decentralization, should be considered precisely because the local mediators will be a very substantial factor in the transfer of powers and resources. Ms. Totkova marked that the Law on the Ombudsman, which does not regulate the interaction between the local public mediators and the national ombudsman, needed to be amended.

Mr. Ivan Dimitrov, Public Mediator of Pazardzhik Municipality and Chairman of the National Association of the Local Public Mediators of Republic of Bulgaria, addressed the guests and explained that the ombudsman institution is necessary for the citizens as well as for the municipality administration officers.

Mr. Misho Bahov, Public Mediator of Nova Zagora Municipality, spoke about the public mediator like a figure entirely depending on the person and his or her authority, and like a guarantee for the rights of the citizens.

During the debate that followed the participants discussed the Draft Law on Local Self-Government proposed by National Association of Municipalities in the Republic of Bulgaria. Ms. Totkova presented the position of the National Ombudsman concerning the independence of local public mediators which according to Mr. Ganevshould be guaranteed by the law. Among the other issues discussed at the meeting were the proposals for introducing delegated budgets and for changing the majority for the election of a public mediator- from 2/3 to 1/2.
