Scientific Indicators of Confidence in Justice: Tools for Policy Assessment (JUSTIS) – International Conference
 
On 24-25 March 2009 the Center for the Study for Democracy hosted an international conference within the framework of the project Scientific Indicators of Confidence in Justice: Tools for Policy Assessment (JUSTIS) (http://www.eurojustis.eu/). The project is co-financed by the European Community’s FP7 2007-2013 and under it the Center partners with 8 other academic and research institutions from the UK, France, Lithuania, Hungary, Finland and Italy. The conference gathered representatives of the partner institutions, as well as members of the JUSTIS External Expert Group and other prominent criminologists.

On the first conference day Prof. Mike Hough from the Institute for Criminal Policy Research - King’s College, London, coordinator of the JUSTIS project, and Dr. Maria Yordanova, Director of the CSD Law Program, welcomed the participants and presented the work of the JUSTIS project and the role of the External Expert Group in the scientific validation of its results. Afterwards, Mr. Dimitar Markov, Project Coordinator at the CSD Law Program, elaborated upon the state of the art in the survey indicators on trust in justice, the project work on which was led by the Center for the Study of Democracy.

Presentations followed by Prof. Stephan Parmentier from the University of Leuven, Belgium on public opinion and public confidence in Belgium, as well as on cross-national differences in public perceptions of courts and punitiveness by Dr. Jan de Keijser from the Netherlands Institute for the Study of Crime and Law Enforcement.

In the afternoon session Prof. Mike Hough and Dr. Stephen Farrall from the University of Sheffield presented the concepts, underlying the JUSTIS project and Mr. Ben Bradford from London School of Economics intervened on the subject of drivers of police legitimacy and the UK experience. Ms. Alison Walker from the UK Home Office followed up on Mr. Bradford’s presentation by describing the UK experience in measuring confidence in justice.

The first conference day ended with a public discussion on the conference topic, held at the Bulgarian National Institute of Justice, which included interventions by the Bulgarian Minister of Justice Ms. Miglena Tacheva, the Director of the National Institute of Justice Dr. Pencho Penev, Prof. Mike Hough, Prof. Julian Roberts from the University of Oxford, Chair of the JUSTIS External Expert Group, and Mr. Hristo Manchev, Deputy Prosecutor General of the Republic of Bulgaria.

On 25 March 2009 the audience heard presentations by Prof. Helmut Kury from the University of Freiburg on the German experience in measuring confidence in justice, by Dr. Jiri Burianek from the Charles University in Prague on the fear of crime as ‘normalisation’ of risks and by Mr. Kjell Elefalk from the Swedish Police on the Swedish perspective on the matter. Dr. Stefano Maffei from the University of Parma presented briefly the Report of the European Commission for the Efficiency of Justice and Mr. Jim Parsons from the Vera Institute of Justice in the US offered a description on the Vera indicators project.
