| Round table: The Strategy for Transparent Governance and Prevention and Counteraction of Corruption for the Period 2006 – 2008: Drawing the Balance and Looking Forward

 On 31 March 2009 Mr. Ruslan Stefanov, Coordinator of the Economic Program at the Center for the Study of Democracy participated in a round table The Strategy for Transparent Governance and Prevention and Counteraction of Corruption for the Period 2006 – 2008: Drawing the Balance and Looking Forward. He presented the main conclusions of CSD analysis on the coordination and control activities of the Commission on Prevention and Counteraction of Corruption (CPCC) during the implementation of the Strategy. According the analysis during the period 2006-2008 the Commission has drawn regular reports for the implementation of anticorruption measures. These reports however are mainly descriptive and have limited analytical or assessment functions. Mr. Stefanov highlighted the importance of regular monitoring on the efficiency of anticorruption measures and the degree of implementation of the Strategy. He also underlined that the anticorruption priorities and policy are still not concrete enough. The partnership with the NGO sector has been sporadic. Mr. Stefanov recommended an increase of the Commission’s administrative capacity, establishment of Secretariat to the Commission, securing its activity with the necessary funds and increase of the publicity of the anticorruption measures.
 During the event Ms Meglena Plugchieva, Deputy Prime Minister of the Republic of Bulgaria pointed out that not only the negative manifestation of the corruption, but also the positive results of the anticorruption policy should be made public. Mr. Miklos Marschall, ECA Regional Director at Transparency International categorized the corruption as the response of the society to the failed government institutions and services. According him the real solution to the problem is not overregulation, but improvement of the government services and efficiency of institutions, as well as the public confidence in the government.
 The representatives of the NGO sector – Ms Diana Kovacheva, Executive Director of Transparency International – Bulgaria, Mr. Zdravko Sechkov, Director of Foundation for Local Government Reform, Ms Anelia Damianova, Senior Expert at the Center for Economic Development and Mr. Roumen Yanovski, Project Coordinator at Access Foundation – presented their analyses and comments on the implementation of the Strategy for Transparent Governance and Prevention and Counteraction of Corruption. According them the majority of the anticorruption measures are implemented only formally. In this context the participants recommended the number of the measures to be reduced and their expedience and effectiveness to be increased in the next Strategy. They also recommended greater consistency of the measures, increase of the cooperation between the central and local administrations, and efficient management of the information on the corruption signals. The measures should also envisage greater participation of the civil society and promotion of social intolerance towards corruption.
