Competitiveness and Business Environment

The Economic Program of CSD has sought to analyze the barriers to the Bulgarian business and to give recommendations for improvement. Some of these issues include the legal aspects, trade policy in the context of Bulgaria’s accession to the European Union, movement of capital, human resources and social policy, telecommunication policy, free movement of services, financial and institutional aspects of bad credits, etc.

The foreign direct investments are recognized as one of the drivers of economic growth. The Economic Program has studied the legal and institutional framework for foreign direct investments in Bulgaria, the managerial perceptions and investment performance. In a series of publications it gives the definitions and forms of investment, analyses the profit and capital repatriation, discusses the issues related to ownership over real estate, the advantages and disadvantages of taxation regime, as well as the institutional support for priority investment projects.

In 2006, with the partnership of CSD, Bulgaria was included for the first time in the world oldest and most comprehensive annual report on the competitiveness - the World Competitiveness Yearbook of IMD (International Institute for Management Development). The report ranks and analyzes how the environment in more than 60 nations creates and sustains the competitiveness of enterprises. The issues of the Yearbook had a direct impact on Bulgarian competitiveness policy-making, and were quoted in strategic policy documents of the Bulgarian government.

These instruments have been outlined in The Kremlin Playbook: Understanding Russian Influence in Eastern and Central Europe, a report prepared by the Center for the Study of Democracy in partnership with the Center for Strategic and International Studies (CSIS).
