The development of organized crime after 1989 accompanied the transition to pluralism and market economy. Organized crime is the result of all failures and problems encountered along the way to the establishment of a representative democracy, free market competition and the rule of law. During the past two decades one could observe the relation between these two parallel worlds. On the one hand big political and economic crises contributed to the thriving of organized crime and grey economy and visa versa. On the other hand, the faster integration into the European community and better environment for legitimate business, reduced the influence on organized crime. The three historical factors that have impacted organized crime in Bulgaria and that have been examined in CSD’s studies include: • the pervasive presence of organized crime into the private security sector between 1990 – 1998, where thousands of jobless ex-employees of the Ministry of Interior, police officers and athletes were attracted • the influence of the Yugoslav embargo on the development of trafficking channels in the Balkans • the privatization of state assets.
