Government Favouritism in Europe
A new study of the Center for the Study of Democracy finds that public procurement in Bulgaria remains trapped in the wider governance problems of the country, which still display the main features of a particularistic regime. This research is part of the third volume of the “The Anticorruption Report” policy series: Government Favouritism in Europe, produced in the framework of the EU FP7 ANTICORRP project. The volume reunites the fieldwork of 2014-2015 in the ANTICORRP and is entirely based on objective indicators, offering both quantitative and qualitative assessments of the linkage between political corruption and organised crime using statistics on spending, procurement contract data and judicial data. more »

Corporate Governance: An Antidote to Corruption
The phenomenon referred to as corruption comprises the sundry forms of abuse of power (economic, political and administrative) which all result in obtaining personal or collective benefits to the detriment of the rights and lawful interests of an individual, groups or the whole society. Corruption hinders development virtually everywhere, thus harming the social, political, and economic life of any society. It distorts choice, increases costs of products and services, promotes unproductive investment, contributes to decline of living standards and undermines democracy and societal integrity. more »

The Bulgarian and South East Europe experience during the last decade indicates that a successful transition to a market economy requires not only ownership transfer, but the building up of an institutional environment as well, where private property can operate effectively while being engaged with social welfare. Corporate Governance Assessment Report: 2000
The present report has the objective to provide an overview of the general framework and particular dimensions of the corporate governance in Bulgaria. It is published for the first time and the authors intend to continue its publication on an annual basis. In its present form, the study contains information thus far unavailable to the professional community and the media. The evaluations and analyses herein are the first attempt to outline the achievements and the problems in the field of corporate governance in Bulgaria in the years of transition. The authors of the report thus aim to encourage a wider discussion on the subject and that, as a result, practical improvement action will be undertaken. more »
 
Corporate Governance Initiative for Bulgaria - Action Plan
The present action plan contains practical measures and proposals for the improvement of the corporate governance in Bulgaria. It was prepared by the expert group, working on projects within the Corporate Governance Initiative in Bulgaria. A substantial part of the proposals were induced by the results and analyses presented in the Corporate Governance Assessment Report: 2000, other expert opinions have also been used for the regulatory changes and improvement of the practice in that aspect. more »

Establishing Corporate Governance in an Emerging Market: Bulgaria
In Bulgaria until very recently corporate governance and control were a perplexing and unintelligible concept not only for the bulk of small shareholders, who had acquired equity through mass privatisation, but also for representatives of government institutions and private businesses. Today, the importance of the problem, particularly for an economy badly needing restructuring, is realised at the top government level. As a result of the active efforts of the professional community and the media, in Bulgaria meetings, discussions, training workshops and sociological surveys were conducted, which led to the first serious publications on corporate governance and control. more »

At present, a few countries in the world can afford to ignore the problems related to corporate governance and control, still more if they are aiming to attract foreign investment. This is quite true for the transitional economies as well.
