Belgium is one of the first EU member states which, starting from the end of the 1990s, introduced strategic analyses and other operative instruments to combat organized crime. An additional impetus is given by the close involvement of Belgian experts and teams in the development of EU‘s OCTA reports in cooperation with Europol. The Belgian national reports form the basis of EU’s OCTA reports. The Ghent University has particularly contributed to the introduction of an adequate methodology in assessing threats, already in use at European institutions. What distinguishes the Belgian national report is that it combines all the strategic analysis components: a situation analysis of crime activities, a threat/risk analysis, forecasts of organized crime trends, framework for developing counter-strategies and action-plan blueprints. The strategic planning and process also include an assessment of the efficiency of the strategy for countering organized crime.
