The task of developing a national organized crime threat assessment was formulated for the first time by the Swedish authorities as early as in 1999. It was the “Belgian model” and Europol’s EU- wide OCTA reports that were used as reference documents. The 2009 report was jointly written by the Swedish National Police, the National Bureau on Economic Crime, the Swedish Customs, and the Swedish Tax Authority. It focuses on the main threats posed to the country stemming from narcotics trafficking, financial crime, contraband of excise goods, racketeering and violent crime, environmental harms, serious theft crimes, etc.
