ARC Fund elaboarted the INNO Policy TrendChart Mini Country Report for Bulgaria 2011. The report describes the current state and the main challenges to the innovation development in Bulgaria. According to the report the innovation policy in Bulgaria is in its infancy. The major challenges to the development of innovation in Bulgaria are: (a) the fragmentary nature of changes in public policy; (b) the inconsistency in funding; and the weak institutionalisation of policy measures.
The European TrendChart on innovation is the longest running policy benchmarking tool at European level. Since its launch in 1999 it has produced annual reports on national innovation policy and governance, created a comprehensive database of national innovation policy measures and organised a series of policy benchmarking workshops.
