Project progress

Considering the long term impact that the project aims to bring about on the understanding of and policies against corruption in SEE, its implementation was separated into two phases: an introductory/preparatory one and an implementation one. In carrying out these, the project replicates the best practices of Coalition 2000, a public-private partnership to counter corruption in Bulgaria.

Phase I:     
a) Introductory training, including on corruption monitoring and assessment
b) Regional diagnostics and assessment of corruption, including the development of a background document analyzing the regional corruption issues as a basis for the Regional Corruption Assessment Report and a pilot round of corruption monitoring

Phase II:   
a) Development and endorsement of a Regional Corruption Assessment Report
b) Training;  and
c) Awareness component.

 The first phase of the project - Assessment and Introductory Training of Coalition Building and Monitoring for Anti-Corruption – started in September 2000 and is being mainly directed towards diagnostics and assessment including the development of a background document analyzing the regional corruption issues and a pilot round of regional corruption monitoring.

 The International Development Law Organization (IDLO) Rome and the Executive Secretariat at the Center for the Study of Democracy have carried out preliminary networking with NGOs in the region. As a result, an initial group of NGO partner organizations in each target country in the region was identified. Partner organizations have served as “network mobilizers” liaising with national public and private bodies and ensuring the representative nature of the process.
