GDLN Dialogue Series on Governance for Young Leaders in Eastern European Countries – Session 3
 
On February 23, 2004 the World Bank Bulgaria office and the Center for the Study of Democracy organized the third videoconference of the GDLN Dialogue Series on Governance for Young Leaders in Eastern European Countries Corruption: Definitional Issues and Costs; Causes and Responses.

Corruption is a multi layer social problem, which almost everybody intuitively percepts, but few can define correctly. Understanding, characterizing and measuring corruption is the groundwork for developing comprehensive policy responses.

Mr. James Anderson, Senior Economist at the World Bank, ECA Region, presented possible definitions, causes and responses to corruption. He underlined the huge human costs of corruption, which are often overlooked in calculating the fiscal and public services quality costs. Mr Anderson briefly presented the elements of the multipronged strategy for reducing corruption developed by the World Bank.

Mr. Ruslan Stefanov, Coordinator of the Economic Program, Center for the Study of Democracy and Mr. Martin Dimov, Senior Analyst at Vitosha Research Agency presented the Bulgarian anti-corruption initiative and process - Coalition 2000. Summing up its 6 years’ impact on reducing corruption in this country they outlined the importance for several factors in countering corruption: the state of the art corruption monitoring system; the inclusive and flexible public-private partnership approach; and the domestic and international peer review pressure.
