Training Workshop for Ombudsperson Institutions
 
On September 23-25, 2004, a Training Workshop for Ombudsperson Institutions was held in Tbilisi, Georgia. It was organized by the European Centre for Minority Issues (ECMI) and hosted by the Office of the Public Defender of Georgia.

The event brought together representatives of the ombudsman institutions from Armenia, Azerbaydjan and Georgia, international organizations and NGOs - Organization for Security and Cooperation in Europe(OSCE), United Nations, Helzinki Committee, academics.
The training was opened by Mr. Teimuraz Lomsadze, Former Public Defender of Georgia, and Ms. Marnie Lloydd, Project Associate, ECMI Germany.
Mr.Robert Dunbar, Senior Lecturer, University of Glasgow, Ms. Olga Noyanova from the Office of the Human Rights Commissioner in the Russian Federation, Mr. Shavarsh Khachatryan from Armenian Helsinki Committee, Mr. Zaal Margvelashvili, OSCE Kosovo Mission, Human Rights and Rule of Law Section, Mr. Mikael Hertoft from ECMI Georgia,the Chairman of German Diaspora in Georgia Mr. Garry August, Ms. Julia Kharashvili, UN Volunteers Georgia, Mr. Lomsadze and Ms. Lloydd were among the key speakers at the workshop.

The Director of CSD Law Program Dr. Maria Yordanova took part in the workshop by delivering a presentation on Ombudsperson Institutions and Other National Human Rights Institutions.

The discussion concentrated on different problems in relation to human rights protection and especially the protection of minorities’ rights. It focused on the legal framework in that field in participant states and in international context, the comparison between the ombudsman and other mechanisms for human rights protection and the place of the ombudsman institution within the system of such mechanisms. The problems were examined both in their general aspects as well as in the specific background of the Transcaucasian region.

Among the topics discussed during the four working sessions were:
  • Human Rights and International Law, (Human Rights Theory and Background, International Legal Framework of Human Rights);

  • International Legal Background on Minority Rights (International Documents on Minorities Rights, Comparative Analysis of Laws on Minorities Rights - best practices of countries);

  • Domestic Legislation of Participant States (Human Rights and Minority Rights)
  • ;
  • Ombudsperson Institution - a Guarantee of Defence of Human Rights, etc.


The presentations were followed by discussion of practical cases in small work groups.
