Round table: Corruption in Public Procurement: Risks and Counteraction. Development of Pubic-Private Partnerships
 
On 16 May 2007 the Center for the Study of Democracy presented its latest publication at a round table, organized by the Center and the Anti-Corruption Committee at the National Assembly. The Report Corruption in Public Procurement: Risks and Counteraction examines the general framework and concrete specifics of corruption practices in public procurement in Bulgaria with a focus on the energy sector. It also provides possible recommendations for anti-corruption policy solutions.

In his opening remarks Mr. Boyko Velikov, Chairman of the Combating Corruption Committee at the National Assembly acknowledged CSD’s contribution in fighting corruption and assisting the Committee. He also highlighted the procedures with highest corruption risk in public procurement.

According to the authors of the report Dr. Konstantin Pashev and Mr. Assen Dyulgerov, Senior Fellows at the Economic Program of the Center for the Study of Democracy, the fiscal loss from corruption in public procurement in 2006 alone accounts for BGN 1,2 billion – an amount, commensurate with the expected annual receipts from the EU Funds in the next 2-3 years. The speeches and the discussion that followed confirmed that the sources of this kind of corruption are to be sought at the high level of governance. The need of better control in all stages of the public procurement procedure was the main focus of the majority of statements by the participants in the round table. These include the criteria and assessment of the application, as well as the implementation and achieved results.

Mr. Ruslan Stefanov, Coordinator of the Economic Program at the Center for the Study of Democracy underlined the importance of public-private partnerships, as well as the role of the chambers of commerce and branch organizations in countering corruption.
