The European City - Urbanization and Architecture, Security and Finance
 
The New Bulgarian University and the National Association of Municipal Clerks in Bulgaria organized an international conference The European City - Urbanization and Architecture, Security and Finance on 16-18 September 2007. The Mayor of Sofia, Mr. Boyko Borissov, the Chairman of the Sofia City Council, Mr. Vladimir Kissiov and the Deputy Minister of the State Administration and Administrative Reform, Mr. Angel Ivanov opened the conference.

The Center for the Study of Democracy co-organized the session devoted to Finance and Public-Private Partnerships. The session provided a forum for exchange of views on the emerging PPPs market in Bulgaria with inputs from various experts from the public and the private sector, including representatives of the government, private companies, the academia and NGOs from Bulgaria and abroad. The discussion and in particular the proposed PPP projects for the development of the capital city of Sofia received broad media coverage.

Mr. Joris Goossens, Executive Director of the PSR Brownfield Developers, Belgium, in his opening remarks to the conference, presented the opportunities for public-private partnerships, as well as his company’s experience in this area. During the session on Finance and Public-Private Partnerships, Mrs. Lynn Oates from Prospects Project talked about the specifics of public–private partnerships in Great Britain. Prof. Norman Bonney from University of Aberdeen, Scotland, reviewed the mechanisms of integrated and participatory urban planning. He focused in particular on the citizens’ participation in governance, and how the degree of its effectiveness is connected to the quality of life.

The General Secretary of “Sofiyska voda” JSC, Mr. Ivan Ivanov, presented the advantages and challenges to the use of public-private partnerships for the modernization of the water and sewage infrastructure in the capital city of Sofia. Mr. Ivanov underlined that additional financing from the private sector is needed in order “Sofiyska voda” to comply with the EU environmental requirements. The public-private partnership is one of the most suitable methods for achieving this objective. Moreover, it will ensure greater flexibility by the private sector in solving future problems. Mr. Jean Stanoevski, General Secretary of the Balkan net, Skopje, presented a broader view on the public-private partnerships beyond the frontiers of the Balkan countries.
