In his introduction to the book, the director of the Center for Economic Development Georgi Prohazki writes: "Bulgarian society is now faced with the problem of discovering the mechanisms which will rally the energy of citizens, NGOs, business and the state administration in the fight against corruption." Clearly, Coalition 2000 is such a mechanism which has united representatives of the nongovernmental sector and state institutions. The Anti-Corruption Action Plan has been developed within the framework of the Coalition 2000 process with the purpose of becoming part of the social agenda as a broadly approved system of measures and actions for curbing the extremely dangerous social phenomenon of corruption. In the period March 1997 - September 1998 Vitosha Research conducted its regular survey on corruption among the Bulgarian population. This study is part of the Corruption Monitoring System of Coalition 2000. The present analysis draws on the empirical findings of a public opinion poll carried out by the Center for the Study of Democracy in May, 1998. It aims at defining the degrees of mass media impact on the Bulgarian society. The emphasis was laid on the ways the relationship has been sustained and regulated between the fourth power and the state. The media independence of the variety of state structures proves a distinctive feature of how developed a civil society is. The present survey has been conducted as part of the long-term commitment of the Center for the Study of Democracy to the problems of the Third Sector and the active promotion of its firm establishment and further development in Bulgaria. It is an element of the research project entitled Creating a Favorable Fiscal Environment for NFPOs and has been carried out by the Vitosha Research team. The present survey has been conducted by Vitosha Research as part of the long-term commitment of the Center for the Study of Democracy to the problems of the Third Sector and the active promotion of its firm establishment and further development in Bulgaria. It is an element of the research project entitled Creating a Favorable Fiscal Environment for NFPOs and has been carried out by the Vitosha Research team.
The survey was carried out by the focus-group discussion method. There were a total of four discussions: three in Sofia and one in Plovdiv. The discussions took place in the period 12-15 May 1997. There were a total of 31 respondents. A representative national survey was conducted by Vitosha Research in the month of December 1996 with the aim of registering popular attitudes to NGOs in Bulgaria. It was conducted between 1-14 December, 1996 by the personal interview method with the participation of 1,561 respondents aged over 18.
