Videoconference on Corruption Monitoring and Assessment Techniques
 
On 21 September, 2005 the Center for Study of Democracy and Sofia Distance Learning Center hosted the forth videoconference on an anticorruption pilot program titled Corruption Monitoring and Assessment Techniques, which was delivered to representatives of public and private sector organizations and NGOs at the National Academy of Public Administration under the President of Ukraine, in Kiev, Ukraine and representatives from public and private sector and donor community in Bishkek, Kyrgyzstan.

The pilot program on Anti-corruption developed by CSD and Coalition 2000 will be delivered through the GDLN network to emerging democracies in Eastern Europe and Central Asia. The program consists of a series of five videoconferencing sessions covering the following aspects of anti-corruption policies: Public Private Partnerships in Countering Corruption; Corruption Monitoring and Assessment Techniques; Civic Initiatives for Judicial Reform and Countering Corruption; Hidden Economy and Corruption; and Organized Crime and Corruption.

The main speakers during the video discussion were: Mr. Alexander Stoyanov, Director of Research, Center for Study of Democracy in Sofia and Mr. Anwar Shah, Lead Economist and Program Leader, Public Sector Governance, World Bank Institute in Washington DC.

In his presentation Mr. Anwar Shah put an emphasis on the differences between the various types of corruption (i.e. administrative, grand corruption, corruption in the judiciary, etc.), the difficulties in measuring them, as well as on the methods for countering those different types of corruption, which are strongly influenced by the local political and economic conditions in the given country. Mr. Shah also mentioned that the highly developed countries show bigger success in countering the so called administrative or “small” corruption due to better functioning of institutions and bigger opportunities for civic control over them. However, the so called “grand” or political corruption continues to be a problem even in the developed societies and there are no adequate mechanisms for measuring and counteracting it.

In his statement Mr. Alexander Stoyanov presented the specific characteristics of the Corruption Monitoring System (CMS) of Coalition 2000 utilized in Bulgaria after 1998 and the results of the monitoring achieved so far. Some of those results include: permanent inclusion of the anticorruption as a topic and as one of the major priorities in the agenda of different political parties in Bulgaria; activating the civic pressure for reforms leading to improvement in administrative services for citizens and businesses; exercising a stronger civic control over the governing institutions and parties. Mr. Stoyanov also mentioned that despite the fact that at present the CMS has detected a two-fold decrease in the levels of the executed corruption deals among the businesses and the population, the corruption expectations among those groups preserved their high values from the beginning of the monitoring process. This fact undoubtedly points out that the society expects a more active position on the part of the governments in designing and implementation of anticorruption policies.

The video session is also expected: to facilitate the transfer of knowledge, experience and best practices in terms of corruption measurement and monitoring; to strengthen the local capacity in Ukraine and Kyrgyz Republic to engage in corruption measurement and monitoring; to enhance the capacity of civil society organizations in those countries to exercise control over the performance of the governmental anticorruption programs.
